Residents of Paignton were today presented with sealed green recycling bins by Torbay Council. The bins were emptied for their final time earlier this morning in readiness for the new recycling regime set to be launched on September 6. Caravans burnt-out in Paignton

Police are appealing for witnesses after two caravans in the Nortel Travellers site, Paignton were discovered burnt-out on Sunday, August 29 at about 3pm. A police spokesman said: “It is unclear at present whether the fires were started deliberately or not.
