I wonder who made the decision to set up traffic lights by the big tree - whoever it was need to go back school and learn something about common sense solutions.
The decision to use traffic lights have caused untold congestion and problems when there was no need for that to be the case.

The simple answer would have been to divert the traffic from Brixham into Fisher Street and then down Elmsleigh Road/Sands Road and let the flow from Paignton via Dartmouth Road and from the sea front use the out bound route and no change, result no delays, no congestion and no angry residents and drivers
