every car entering Paignton should have to pay a fixed small toll for entering the town. Some people hate paying for anything, so that's one way to reduce the traffic.
another idea is alternate days for alternate numberplates. This would halve private vehicles in Paignton each day.
a garage should be dealing in electric cars but I doubt any are in Paignton.

Eh ? Have I been asleep and missed the masses of queueing traffic in Paignton causing traffic CHAOS !!! This isn't London mate. There isn't any need for congestion charging here because there isn't any congestion.
Get real. I pay road tax. Therefore I'm entitled to drive my car where I like when I like because guess what ? I pay for those roads but thanks all the same for your absolutely ridiculous idea.
