An article in The Beach Hut relates to BID (Business Improvement District) for the Paignton area. This article raises many points the least being who in the end pays for it. according to the article it is local businesses but you can bet your life that is not the truth. You the customer will be the ultimate payer, businesses in this area cannot afford to increase their rates by 2%. Thats brings the next question what is the council doing with the current rates and what benefit are businesses getting from those. For example business pays for its own waste to be collected.
Some of the suggestions seem to be good but how many themed markets can you go to before you get bored. the short sightedness of the article needs examining. You need to look at Blackbush Market, Wembley Market, Kempton Market, Portabello Road, Market, Northend Road Market, Middlesex street market before you consider placing a themed market in Paignton. Torquay has those leave them there. We need a regular market maybe 2 twice a week Saturday and Thursday for example.
Where I ask are they planning to park all these coaches that enter Paignton with all these clients. the council nicked the best peice of land for their carbuncle building. All policing for the area is governed and supervised by the Chief Constable of the force and if he feels they would be better off deployed elsewhere believe me he will do it, you are never guaranteed policing. I could go on but I would appeal to businesses to re-examine the benefits of increased business rate, Figures can prove exactly what you want them to prove.
As author of the article, I think certain points obviously need clarifying. The increase in the rates is suggested to be 1.5%, the same as Torquay. There are a number of services, such as business rubbish collection that are not included in the business rates. This applies nationally not just in Torbay. The idea has been tried and tested in a number of towns in the UK and as stated in Canada amongst other countries. If the businesses vote to go ahead,the main benefit to the businesses in the suggested area, is that they will decide how the money is spent not the council. The article suggests putting the money towards projects that would encourage increased footfall in the town. This includes enticing coaches to visit our town rather than using it as a dormitory. Details of where the coaches would park would be looked at, if the market idea goes ahead but to put the 'new mayors' mind at rest there is plenty of space at Clennon Valley after the passengers have been dropped off at the Coach Station in Victoria Square. Perhaps 'the new mayor' could assist in examining my shortsightedness as I've only just recently been to the optician!
All positive ideas welcomed so keep them rolly in....

Well Clarkem you sure do bootem you have added nothing that wasn’t said in the article except that it has now changed from between 1 and 2 percent to 1.5%. The point I was making with regard to rubbish collection is what do we actually get for the rates we pay? If you increase rates do you really think the council will collect these rates for you and your ilk FoC? What will increase footfall in the winter? Are we not basically a seaside town that mainly relies on tourism for income? Do we not need Major attractions to entice holidaymakers return? Do we not need something different or are we that uninventive we have to copy Torquay and Canada? I agree we need some ordinary events such as a market but that will not ensure return holidays? Neither will a child’s adventure playground nor a library. Why not link Paignton sea front (adjacent to Town) with Goodrington possibly with a Road Train, the last of which I believe was made uneconomical to run by our beloved council.
I am unsure of your meaning of dormitory in your text perhaps you could enlighten me the nearest I can get is and I quote ’a resident community from which the inhabitants commute to their places of employment’ I therefore ask where are employees being coached in from and where are they going to?
To sum it up I am getting the impression that because Torquay has it and Canada has it must be good. The USA had neighborhood watch long before we did they have now scrapped it. To go to a further extreme Germany believed in Hitler! Not all that comes from other places is good and as I stated before figures can be made to suit the user I rest my case.
