    The council have gifted a replica 1948 Olympic torch, which was carried almost 80 miles by sea, to the Weymouth and Portland National Sailing Academy (WPNSA).     An initiative led by TOR2 in Paignton won a National Recycling Award this year.
    Two recycling initiatives -- one involving prisoners at HMP Channings Wood, near Newton Abbot, and the other involving students at South Devon College in Paignton -- have been given national recognition.     Cllr Darren Cowell has commented that the next Torbay car parking review must be extremely thorough.
